Jag var även huvudförfattare till den svenska regeringens protestnot till Sovjetunionen den 5 november 1981 efter den sovjetiska ubåten U 137:s inträngande i Gåsefjärden i Karlskronas skärgård. Ännu efter 30 år diskuteras fortfarande dessa händelser, väl de mest dramatiska sedan 2:a världskriget. Med en unik insyn i hotbilden mot Sverige under det kalla kriget, med tjänstgöring i Flygvapnets incidentberedskap sedan 1960-talet, i Försvarsstaben, i UD samt vid ambassaden i Moskva är jag av uppfattningen att ubåtskränkningarna under 1980-talet utgör höjdpunkten på den intensiva sovjetiska bevakning av Sverige som underrättelsetjänsten kontinuerligt rapporterade om under hela det kalla kriget och vilken också låg till grund för mina formuleringar i de båda protestnoterna 1981 och 1983. This picture from Hårsfjärden in the Stockholm archipelago was taken in September 2011, that is to say 29 years after the dramatic submarine hunt in Hårsfjärden during autumn 1982, in which I participated intensively and where I was the principal author of the Swedish Government’s note of protest to the Soviet Union on 26 April 1983. I was also the principal author of the Swedish Government’s note of protest to the Soviet Union on 5 November 1981 after the intrusion of the Soviet submarine U 137 into the Karlskrona archipelago. Still after 30 years these events, probably the most dramatic since World War 2, are debated. Owing to my service in the Swedish Airforce Surveillance and Alert Command from the 1960’s, in the Defence Staff, in the Foreign Ministry and at the Swedish Embassy in Moscow I was in a position to follow the continous reports of the Intelligence service during the whole Cold War Period of Soviet activities directed towards Sweden, which reached their peak with the submarine intrusions during the 1980’s. This particular knowledge was behind my formulation of the two notes of protest to the Soviet Union 1981 and 1983. I will disclose more about this in my forthcoming book “Diaries from the Foreign Ministry”, which may be published during 2012 (see under tab “Publicerat”)
